Organisations that are responsible for implementing government directives tend to rely heavily on Information and Communication Technology (ICT) and information systems to carry out their primary processes, deliver services, execute their core business, and exchange information. Adapting such systems and infrastructures requires massive investments and involves complex projects that carry inherent risks for the quality and smooth continuation of their tasks and the services they provide. At the same time, implementation in the Netherlands, whether this takes place directly or indirectly through national legislation, is becoming increasingly linked to policy and regulations coming out of Brussels and this can have major consequences.
